Abstract:

Smart city and Smart Government appear to be related: smart city
conceptual models usually contain the so-called "smart governance"
dimension, while smart government is associated with smart city
government. The aim of this presentation is two-fold: first to define and
associate these two ambiguous terms; and second to define a conceptual
model for smart government. The outcomes of this presentation are based on
a work-in-progress and on the contribution of a panel of experts and a
corresponding workshop (DISE2017, Nice, France).

Biography:

Dr. Leonidas Anthopoulos is an Associate Professor at the Business School
of the TEI of Thessaly. Dr. Anthopoulos serves as a Special Advisor the
Mayor of Trikala, Greece and he has an extensive research and management
experience with regard to the development and deployment of complex ICT
projects such as the smart city projects. At his previous job positions,
as an Expert Counselor at the Greek Ministry of Foreign Affairs in
e-Government and e- Diplomacy areas, as an ICT researcher and manager at
the Municipality of Trikala (Greece) and the Information Society S.A.
(Greece), he was responsible for the planning and management of multiple
projects for the Greek Government and for various organizations (i.e., the
Smart City of Trikala, the SYZEFXIS and Police-online projects, the
central portal for the Hellenic Ministry of Foreign Affairs etc.).

He is a member of numerous committees, worth mentioning the ITU Smart City
Focus Group, he is the head of the Greek Standards Smart and Sustainable
cities' working group, the Associate Editor of the IJPADA journal
(IGI-GROUP) and he is the author and editor of several book collections.
He is the author of several articles published on prestigious scientific
journals, book collections and international conferences. His research
interests concern, among others, smart city, e-Government, Enterprise
Architecture, Strategic Management, etc.
