PhD Qualifying Examination "A Survey on Cognitive Networking for Spectrum Management in Open Spectrum" Mr. Juncheng Jia Abstract: Radio spectrum resource is of fundamental importance for wireless communication. Recent reports show that almost all spectrums are allocated. With the increasingly crowed usage in unlicensed band, most of them are underutilized. Such spectrum utilization inefficiency mostly comes from the current fixed spectrum management policy. This situation draws quite a lot of attentions from government, academy and industry. The concept of open spectrum is proposed for more flexible use of spectrum, which is made possible now by the cognitive radio. Protection of primary users, efficient and fair spectrum sharing among secondary users are two basic requirements of open spectrum systems. In this survey, we take an overview of the current proposals for new spectrum management models in open spectrum framework. We summarize key challenges in several aspects for cognitive networking, such as power control, channel assignment and cognitive MAC, etc. Existing solutions and our considerations are presented for each of these aspects.
